The Brief

The scope of works involved the installation of new boilers, chillers, pumps and associated controls in three plantrooms across the Joint Services Command and Staff College (JSCSC) located at the Defence Academy site in Shrivenham, Wiltshire. The new plant replaced the life-expired plant as part of a life-cycle maintenance programme under a PFI contract between our client, Infrastructure Managers Ltd, and the Ministry of Defence (MOD).

The work was carried out whilst the JSCSC building remained in operation, which was successfully delivered through detailed planning of the works and regular communication with the numerous stakeholders who included Serco staff (Serco provide a complete facilities management service) and MOD staff.

Clarkson Alliance were appointed to produce the tender documents, administer the tender queries process, review the tender submissions and issue our client with a tender report.

Following the selection of the preferred contractor, Clarkson Alliance prepared the contract documents for execution.

During the construction stage, Clarkson Alliance carried out the role of NEC4 Project Manager.

The Clarkson Alliance Project Manager based himself on site for the duration of the works; chairing weekly meetings with the Principal Contractor ensuring that all Early Warnings raised were acted on promptly, compensation events were agreed within the stipulated timeframe and regular inspections of the works were carried out to ensure progress was in line with the programme and, working closely with the Technical Advisor (CBG Consultants), ensured that the works were delivered to a high quality.

As well as preparing formal monthly reports, weekly Teams meetings were held with our client and the MOD dialling in to receive an update on progress, risks and quality. This worked very well, bringing clarity to project reporting and giving our client and landlord the opportunity to ask questions.

The Outcomes

The works were carried out over a period of five months and were delivered on programme, on budget and to a high quality.

The final account was agreed with the Principal Contractor within two weeks of Completion.
